If you dealing with some one new on PayPal that you never done business before then you should send him or her the request of money. Make sure that the invite you send to the customer is a service. PayPal does not get involved when the payment is a service, what ever proof the seller might have they will not refund the money.

An answer from PayPal can look something like this

We have concluded our investigation of the Buyer Complaint for the
transaction detailed below.

As stated in our User Agreement, PayPal’s Buyer Complaint Policy applies
only to the shipment of actual goods and does not apply to complaints about
services and other intangible goods. Therefore, we cannot take any action
in this matter.

It will always look like this what ever the seller says.
It will off course the other way around so if you pay for something and it is a service then the money will be gone. This is very important when you sell domains or other electronic goods.
